Before returning home to urge the United States to sign, Barton became involved with the International Committee during the Franco-Prussian War (1870-1872). The effort to force the passage of the mountains had failed, but it was manifest that without re-enforcements we could not hazard a renewal of the engagement, as the enemy could easily turn either flank. Lee’s plan to prevent reinforcements from reaching Gen. Tom Clemens is a recognized authority on Antietam and its most famous veteran and park historian, Ezra Carman.
